Should it be legal for cops to murder a four year old child?

I'm asking because a cop in Illinois who murdered a four year old child just for kicks won't be charged.

It's certainly legal for CHP to gun down an unarmed citizen when they're inside a public building that's funded and maintained by The People's taxes...

(And somehow not be bastards...)
