Say the government engages in an action on US soil. In that action many people are killed, not necessarily by the government. But the government broke the law in that action in a predetermined fashion. Can those involved be tried for murder? I am asking because I know if you commit a crime and someone is murdered but you did not take part in the murder itself but were part of the group in some capacity you can be tried for murder.

You have the Federal Government, State Government, County Government, City Government, School Board Government... and so on, and so on, and so on...
We have a two-tiered justice system. If you are a powerful Democrat, you can get away with anything, and the DOJ continuously turns a blind eye.
Everyone else has to follow the law, even when they are innocent and wrongfully accused.
