It's almost like a self-suicide pack. Adam's claims the city could be destroyed if it doesn't get help yet doesn't stem the tide or halt further migrants from getting in which would as he claims 'destroy the city'. Sorta like how they release criminals back into the streets while claiming overall crime is decreasing while car thefts doubled.

I like The Office Space idea where they just stop paying the guy and assume the situation will work itself out on its own. Don't give them any welfare benefits and when they do work for you if there is no proof of citizenship don't pay them.
