I worked at an assisted living home for several years and Joe has the same signs of dementia as many people that lived where I worked. He needs to go home and enjoy his grandkids now before he doesn't recognize them anymore!!

They are trying to hide him in more ways than just keeping him out of the public "except for extremely rehearsed events". The sunglasses are to hide that dementia scared look in his eyes and the mask is convenient in covering up any weird grins or if his tongue falls out.
