If your buddy has encounters with these medical professionals, and observes they are 'unfit for the job', then his responsibility is to document what is taking place, and report these unfit professionals to the medical board, the health department, the state attorney general, etc. to be investigated and take whatever actions are needed. And they will be investigated.
They would need to go by facts - not prejudiced opinions - facts, that these people are endangering their patients. Saying 'they got the position through 'Affirmative Action' to fill their 'diversity corporate compliance' does not cut it. That's a prejudiced opinion.
