They kinda did do this, to a small degree in the town I grew up in.
See, I lived on and off in a town in central IL for 17 years, between 1990 and 2007. Around the millennium, the most brilliant minds in the city of Chicago (note the sarcasm) decided, "Hey, things are going great in these little suburbs to the south, why don't we take some of our trash from the South Side and dump it on these towns? Crime rate will go down for us, and the people we're moving will get to live a nice, well-run town that's ripe for the pillaging and corrupting."
So, they had all us suburbs (including the town I lived in) build brand, shiny new, cheap "projects" (AKA future crappy apartment slums) for the black people being brought down, and they were moved (at city and state expense, mind you) to the suburbs south of Shitcongo. The moment they moved in, the crime rate went up for us, and the schools immediately started having issues with fights between students, due to all the future criminals of America attending and causing trouble to vent out their frustrations with their shitty home lives.
Now, back to the police thing. I happened to notice one of these "projects" was built next door to the shopping center in an older part of town that had our Giant Eagle, Pizza Hut, and one of the best Chinese restaurants I ever ate at in that town. At the very entrance to this neighborhood, they had a police station, staffed with black cops. It's almost like the town knew who was moving into that apartment complex, and was ready with law enforcement if anyone decided to cause trouble. I have a feeling everyone in that neighborhood knew every cop in that station on a first-name basis.
