Why doesn't the department of agriculture just purchase land in their countries and use it to produce crops? If it's government owned then workers would stay in their own countries at our minimum wage.
Not all migrants work on farms. There are many who are fleeing violence. I've read about people leaving their own privately-owned stores behind. The solution is better crime-fighting and less corruption. It would help if Americans did less drugs which would destroy the profitable drug trade in these countries.
American companies don't pay foreign workers our minimum wage. The government wont, either.

The new article has no credible source. It supports the story with the usual "some secret source told us that...", here some secret White House source, there some secret anonymous military: the usual drill. Zero evidence. It looks like the WaPo made up the story. Nothing new.
The only known credible data keeps being the same than before: Lewandowski said that Trump suggested the idea in what seems some kind of brainstorm session. There has been zero new evidence, just more fake news.

Unlike you, I read books and real newspapers. The leaks have repeatedly been confirmed by different sources including Trump's erratic behavior and policy.
