I've read the weird list of funded studies universities do. Millions and millions of dollars funding the dumbest and weirdest studies you'd ever imagine.
If it had to be spent I'd spend it on infrastructure since the roads and bridges in this country are supposedly in really bad shape.

I'd put it toward the debt/deficit. I would find anything "new" to spend it on I'd use it to help put our financial house in order.

If you meant that the U.S. was not in a deficit, the extra money would go into helping the poor find jobs and make a living. I think we need to bring the poor to the middle class level. The faster we do that, the faster we can all live in peace.
Ten million a day is chump change. They waste that much on toilet seats.
