I'm playing OOT now, and while I can understand the Water Temple being annoyingly confusing, at least the enemies (especially the boss) aren't as annoying as the ones in Forest. Where did this reputation of the Water Temple being the hardest?

Well,the Water temple is more of a maze. It's easier to get turned around. I forget which one the Forest temple was though... Was that the last one??

No, the Forest Temple is the one with all the ghosts, the gardens, and Phantom Ganon. To me, Phantom Ganon alone is the reason for the hardest.

Water Temple killed OOT for me, I don't even think I could get through it with a guide because I've already pulled a bunch of levers and wouldn't know how to start from scratch unless I started an entirely new game. I have a terrible sense of direction, the Water Temple is video game hell to me.

Both temples contained a couple of moments that were quite devious and possibly unfair.
In the Forest Temple it was either the key hidden in the very first dungeon area or when you have to reopen an eye switch with an arrow to make the corridor twisted again.
In the Water Temple it was either when you had to discover an underwater pathway to the bottom of the temple or when you have to remove a block positioned behind the chest containing the Long Shot.
All of these things had me stuck for a long while. At least with the Water Temple you could use the map to figure things out. I'm not sure if you have the map by the time you need the key in the Forest Temple's first area. I think reopening the eye switch was the most unfair. It got me stuck on the second playthrough as well.
So I might agree that the Forest Temple is harder ... just not for the reasons you posted.

When I played it on the 3DS, yeah.
The water temple has two tricky bits that can hang you up FOREVER if you miss them...plus it's so tall and the raising and lowering water gets annoying if you're stuck. But after finishing it once I never got stuck again.
After not playing it for years I basically had to solve the Forest Temple again. But there was nothing annoying about it. The water temple can be a long tedious process. But even if you get stuck in the forest temple, it's never boring, annoying or tedious to simply go back to a different area to make sure you didn't miss anything.
The water temple, even when you know what to do, is one of the weakest dungeons in the game. The forest temple is easily one of the best.
According to me, yes. I am the person it's usually according to when I'm talking.
If I remember correctly, and I might not, in the water temple in OOT it was actually possible to do some things by accident or even unknowingly that would make it nearly impossible to actually beat it.
