I always wondered why
Starfleet didn't transmit the replicator patterns for the new (First Contact) uniforms in one of their many data packets. Anyone any thoughts?
Even the Captain would run out of replicator rations. She have to go without coffee. She would complain about having to eat Neelix'x food because she couldn't use the replicators. I can't see how it would make any sense to anyone to make new uniforms while they were having trouble feeding everyone.
Did they mention the lack of food? Yes, several times. Did they make a major plotline out of it? No, because it would have been boring.
DS9 continued to wear different uniforms. There were several times they met with other Star Fleet personnel from other ships or bases who wore different uniforms.
Star Fleet is only a quasi military organization. Generally the ship's captain or base's commander had final say on uniform versions and exceptions to standard dress code.
