I always wondered why


Starfleet didn't transmit the replicator patterns for the new (First Contact) uniforms in one of their many data packets. Anyone any thoughts?

Because they just might be only in the test phase of the new uniforms.

Real world testing under actual conditions. Does it bunch up in all the wrong places? Does it restrict your movements while trying to replace a self-sealing
stem bolt? ECT.

All that would happen before its rolled out to the entire service. After First Contact, the Voyager crew are the only Starfleet personnel we don't see in it - why are they different?

I mean, obviously they wanted Voyager to have a distinct look to DS9. But I'm curious about an in-universe explanation.

No they don't. In the real world equipment is tested by nominated units on exercise, not by everyone.

If you are asking why they didn't beam new uniform patterns out to Voyager on the other side of the Milky Way, are you serious? They are struggling to survive, rationing their use of the replicators. Changing uniforms probably never came up or was even considered. There has never been a single mandatory uniform in Star Fleet. There was during Enterprise but that was pre Star Fleet. Different base and fleet (and ship) commanders had some say in the style they wore.

As for uniform testing in the real world. I was in the army in the 80's and the tested a couple of different uniforms on us. Yes they are tested on other people first but before they start rolling things out for everyone it's tested on groups of troops for months and sometimes years.

By the last couple of seasons, Voyager was in regular contact with Earth. First, via data packets and ultimately visual communications for 11 minutes daily. Yes, I'm serious.

Voyager did not appear to be struggling to survive. Compare Voyager with the Equinox.

The only example I can think of of that is the different uniforms worn on DS9 and the Enterprise-D at the same time. Again, I would think to give the two shows a different look. What are you basing that on?

I am in the army now and I've served through two different uniform changes. And that's not my experience. Uniforms are rolled out after testing. Different units receive them at different time for logistical reasons, which would not be a factor if they could just email everyone a replicator pattern for a new uniform.
