Has Neo Noir perfected the Noir Genre even further?

Part of what made the original genre of film-noir so compelling was the karmic morality. Everyone gets what they have coming to them in the end, somewhat like a Shakespearean tragedy. Karma is the force that drove the genre. Part of that is because of the Hays Code rules at the time, but that just reinforces the fact that Noir was a product of its time and you're not going to get the best results if you take it out of that context. There are good Neo-noirs, but a lot of them leave out that element and as such miss the point and end up making really empty movies.
