It looks like a lipoma (benign fatty cyst). Definitely not a sebaceous cyst, as it’s not inflamed. A dermatologist, plastic surgeon, or general surgeon can remove them, but occasionally they recur. He has a small vertical scar over his, so looks like he tried to remove it & it recurred.
