As a Canadian that was born in Toronto in 1991, these shows get my mention:
Reboot: So advanced for it's time in the use of CGI, also the fact that it broke down topics. Also should mention Beasties/Beast Wars!!! All I think were done by Mainframe.
X-Men/Spiderman: of that era were stellar, I would go to Blockbuster and rent them sometimes.
Batman The Animated Series: It was so gritty and I drank it up as a kid, the character development was so deep, illustration was great.
Due South: I loved how they took on the series in comedic value and Canadian vs. American standards. Yes they tried the imitate Chicago, but nothing could hide the fact it was still 90s Toronto to me.
LaFemme Nikita: Peta Wilson, Roy Dupuis, Eugene Robert Glazer, Alberta Watson (RIP), Matthew Ferguson, Don Francks were all great in capturing the whole spy/sleeper cell role. The way they talked about technology, it was all great. Just like in Due South, a lot if great Canadian Actors and Actresses. Also directed and produced by some of the same people as on 24.
DaVinci's Inquest: Such dry humour for a coroner, I watched it again a few years ago and it stood up well, Nicholas Campbell really pulled it off well. It was also a good gritty cop drama with a lot of politics involved.
Cold Squad: People confuse this with Cold Case, but this was in the same realm and era as DaVinci's Inquest. About a cold case unit solving older cases, while dealing with bureaucracy in a police department, again a lot of dry humour.
The Outer Limits: What can I say, it is The Outer Limits.

Third Watch: This show had so much action going on in it, depression, pain and comedy, it was very well put together.
Walker Texas Ranger: Pickup trucks are cool.
