Movie released in 1999 - Muppets From Space
Could be The Funhouse released in 1981. It took place at a traveling carnival and had the fortune teller and a deformed killer. Four teens decide to spend the night in the funhouse for kicks.

This was from Ghost Whisperer, Season 3, Episode 4, 'No Safe Place'. Melinda was trying to help Colleen, the ghost of a young attorney who died as the result of being viciously stalked by Shane, another attorney who worked in the same firm. Being an attorney, he was able to cover his tracks so the police were never able to help Colleen. Shane was able to get copies of the police photos of Colleen's body and enlarged various parts of those photos to hang in his office: parts of Colleen's foot, hand, and face, which led to his downfall.
