I agree, I think James is keeping her safe . James knew Helga (Winter's mom) was going to betray him. He told Atticus her betrayal was inevitable. He made sure he had a plan in place, and part of that plan was to make sure Zilpha was kept far away from him. He didn't want anyone to think she was a collaborator.
