They all ask each other for help, because they all have such limited superpowers. Strange would need to ask Captain Marvel for a lift if he needed to fly somewhere, and Thor needs help whenever he's called on to think. That doesn't mean that Thor is less powerful overall than a smart human like Tony Stark, just that his abilities are different.
And speaking of Captain Marvel, they've made it pretty clear that she's the most powerful movie character.

I'm not going to fight this out, because I consider it impossible to logically say person with a weird set of superpowers is more powerful than another person whose powers are completely different, because they all do different things and aren't in direct competition with each other. If you want to stop a nuclear war, ask Wanda to mess with the minds of whoever gives the orders. If you want to relieve a drought, ask Thor. If you want to win an arm-wrestling contest, ask Hulkie. Each of these people is the most powerful possible in some circumstances, and just a regular schmoe in others.
I mean if you held a giant force field caged death match then Wanda might very well win by making the others forget she existed and then convincing Captain Marvel to off herself, but that girl Mantis from the Guardians of the Galaxy could actually neutralize Wanda, and would you call her "most powerful"?
agreed, its like saying "who has more skill, a master electrician or a master plumber"
shareI mean to be fair, Marvel has a comics wiki that details what every every character's inteligence, strength, speed, durability, and energy projection is. Believe it or not a lot of Marvel characters are stronger than Hulk. Most of them aren't from Earth though.

shareMaybe in the MCU. She's even more powerful in the comic books, able to bend reality to her will on a massive scale. In the comics, though, Dark Phoenix had the ability to destroy the entire universe if she set her mind to it. I don't know if Scarlet Witch's powers go that far.
