Skinny Pete and Badger got 20 IQ points each
Todd got +10 on wit, charisma and friendliness and +60lbs

Todd definitely got fat.

Skinny Pete seemed somehow less menacing to me. Less of a 'badass' and more of an 'ass', as if it was a parody of the character from the series.
