created a universe based on American sitcoms rather than Soviet children films or Yugoslavian cowboys and Indians movies?

Normally I would agree with your thinking, but in this particular case it's plausible since she would have been a kid after the Soviet Union fell and early American sitcoms did in fact make it to those places since they were cheap for TV stations in the 90s and early 00s. I know because I have a friend from Romania and she knows all the silly sitcom tropes.
