The US box office will rescue it a litte, I am guessing it might make $400m total stateside. Looking at about $300m overseas, for a total of $700m, roughly half what the first movie made.

That makes no sense whatsoever. You don't determine whether or not a film is a flop based on the box office of a different film. The first Black Panther film was a cultural phenomenon, and a one-time, lighting in a bottle moment in cinematic history. To expect any film, whether a sequel or unrelated film, to equal that, is lunacy.
A film is a flop if it doesn't earn much at the box office, and/or if it is panned by critics or reviled by audiences. None of those are the case here. It's earned about $330 million in its first 3 days in theaters, and critics and audiences are both praising it.
