Unknown, but it seems to be often quoted for performing arts.
I first encountered the saying in the Marines, while learning mission critical tasks that we had to be able to perform in miserable conditions, cold, hungry, and sleep-deprived. And the tasks had to be completed properly every time with no exceptions. Lives could very well depend on us not getting it wrong.
