I didn't understand the loophole. I found one in powerball but only when the jackpot is super high. The jackpot paid like twice as much as it cost to buy every ticket. Or maybe 4 times? To buy every number is like $350,000,000 and jackpot like 1.4 billion. But who has $350,000,000 to spend?
