... they were doing God's work, but what were the sins of those they took captive?

I think that they were after those couples who were roaming around fornicating out of wedlock. I think I got this part right.

But I don't know what to make of the very last image that we see in the film. Any ideas?

How do they know about all the fornicating ? They also through the streets run red with the blood of the non believers

I think that the bed and breakfast owner dude was spying on them... The guy with the mangled ear.
Plus, their victims seemed to all be very young (under 30, at least).
