Who do you think this man with the sloppy Pennywise clown makeup is? Is it some human from a century or two ago that the IT entity drove insane, killed, and then took his form? Is it the same guy from the picture in Mrs. Kersh's house?

No, he appears elsewhere in the final trailer for Chapter 2, in the scene of the insane asylum being hounded by a red balloon. Besides, it's obviously Bill Skarsgard, the same actor who does Pennywise itself.

wondered that myself. the books doesn't explain it BUT in the first scene Georgie describes IT as a combo of Clarabell and bozo etc. so I believe IT just took a few different "looks" and started trolling around Derry
