If I had seen the videos that Mr Glass' released I don't think I would be convinced that these fellas had super powers.
Except there's one other piece of evidence. Once the Overseer is identified as David Dunn, the media will realize he was the guy who was the sole survivor of that train wreck and THAT will lend a ton of credence to the superhuman theory.

Lots of evidence by way of ongoing reports of "the Overseer" breaking up crimes and saving people.
Combine that with videos showing Dunn & Crumb pushing entire squads of riot-police around and turning cars over bare-handed, and that'd be enough to convince at least some people.
There'll be plenty of people claiming it's a hoax, but superheroes really exist in this world and they may well be encouraged to show themselves once they see the footage.
The clover conspiracy can only do so much, and the genie's out of the bottle now.
