Why do you think Kipinski played along with Herold?
Kipinski spotted the too-long trousers right away. The smirk he had indicates he saw through Herold's ruse almost the minute he saw him. Why do you think he played along instead of taking the uniform for himself? I think Kipinski was smart enough to realize he himself was too brutal and coarse to have pulled off the impersonation of an officer as well as Herold could, and he decided to play along and take advantage of whatever benefits cooperating with Herold could bring him.
