Why would he give an order to torture himself?
It's not like it transformed him in any way. The guy was already trained to the extend that all he needed was to latch on a mission and then he simply adapted to whatever was required.
He knew he was tortured as a test. After going to the past and taking control, he could have changed that, but then he could have changed what happened. That could have changed the timeline of events.
It's the grandfather paradox they're talking about in some moment in the movie. The safest move is to repeat the same steps so he doesn't change the development of events, and that includes the test.
