People such as myself who have never been in the military sometimes don't know agencies or lingo that have abbreviations. example Dod-department of defense

Watch more (or read) more military/spy stuff? I've never been in the military and can usually follow.

The writers don't know what any of it means either. For the most part you can treat it like technobabble.
