...it wasn't a dream, it was a place. And The Matrix and Inception and Dark City... And Mad Max was there... No, Aunt Em, this was a real, truly live place. And I remember that some of it wasn't very nice... But most of it was beautiful.
So, yeah, pretty but derivative. And ultimately rather pointless.
I just saw it last night myself and The Matrix, Dark City, Inception and The Thirteenth Floor immedicately came to my mind as well (+ a bit of Roger Dean and MC Escher inspired visuals + as you mentioned, Mad Max inspired wardrobe). Nice eye candy all the way through and neatly put together but not much depth to it and I found no big surprise at any moment in the film. Nowhere near as good as Dark City which I count as a true classic but perhaps a bit more entertaining than Vanilla Sky. If I were making this film, I would have injected the screenplay with much wilder David Lynch / Mobius-strip sensibility with outrageous twists and played around more with the crazy visuals including the wardrobe (yeah I know it's easier said than done).
