I'd say more like Pure Genius, billionaire encounters problem, throws money and technology at it to get what he wants, realizes a noble part of himself then fights to make things better.
Kuffs was about a police special, which businesses paid a subscription for protection kind of like their own private cops.
I loved Kuffs, great movie.

Kuffs had Milla Jovovich which made it way more watchable.
