Why is this listed as a TV Movie?

This looks really good as a TV Series.
Even if it is a SONY production.
I looked it up and ABC has it as a TV Series but IMDB lists it as a TV Movie.
Is that a normal process for new listings?

"Orginally created as a TV movie, it was changed to be a mini-series that takes up the Thursday night spot on ABC for Scandal, since the show Scandal is running behind on recording due to Kerry Washington being pregnant."

It should be a TV movie, because that way the audience will be subjected to it only once.

The IMDB is typically wrong. I once made a similar comment about a different show that is a series but the IMDB said it was a movie. I got heavily criticized, as if I am a fool for looking at the IMDB for information.
