Happened right at the beginning ... after the bad guy steals the time travel machine and the cops come storming into the lab - not only do they NOT shoot the black guy with his hands in the air, they don't even immediately assume he's guilty of a crime and throw him to the ground and start beating on him. WTF??

Well okay then: Even more unbelievable: Jesse Jackson and Al Sharpton didn't show up and hassle the police for even DARING to point a weapon at a black guy.
As to your reference to "hands in the air", I presume you're referring to the shooting of Michael Brown in Ferguson MO in 2014. This was of course regrettable, but to quote Wikipedia:
"Witness reports differed as to what Brown was doing with his hands when he was shot, but the U.S. Department of Justice found that those witnesses who said that Brown had his hands up in surrender were not credible."
So much for the "hands in the air" narrative. And if Mr. Brown had simply obeyed the lawful orders from a peace officer, he would still be alive today. He might be in jail for petty larceny since he stole merchandise from a convenience store, but he would be alive.
