Why would it take so long for special forces to get there? And until they did, why didn't the police counterattack the terrorists, at least with more than seven men?

A second question: Has India in general, and Mumbai specifically, taken steps to be better prepared if this happens again?

They said on the news broadcast that the nearest special forces team was in New Delhi which was 8 hours away. And even then they weren't sent immediately.

I've no idea about your second question but I really hope so. Mumbai is a popular tourist attraction so I'm a little surprised it wasn't better before all this happened.
