My plot idea(s) for Fast 10

For one of the potential villains in cahoots with Cipher, I thought of Otto's father as villain, he was mentioned in the last movie, in this film Cipher reaches out to him. Part of her plan is to take control of the countries governments by getting the powerful and corrupt leaders and billionaires together to form their own lethal government. Part of it is making their own army of super soldiers. She has some rogue scientists in her pocket injecting people who are part of a medical trial run. The actors I have in mind for Otto's dad are Mads Mikkelsen, Christoph Waltz and Thomas Kretschmann.

I could also see a civil war type conflict involved here with the return of Hobbs and Shaw with Cipher causing an incident and framing the crew for it that forces Hobbs and Shaw (possibly their team as well) to pursue Dom and his team/family, (Han vs Deckard, Dom vs Hobbs, Letty vs Hattie etc), eventually the two team realize they've been played and join forces to try to Cipher and the new threats.
