Definitely in terms of looks. (as well as character if the show is similar to the comics)

The way the show looks Betty will probably be the town slut and Veronica will have the heart of gold while you runs a highschool drug trafficking ring.

Betty in the comics is the worst of all main Archie characters. Calling her a Mary Sue would be an insult to Mary Sues. And her looks are one reason why.
