I think there's zero chance it's Betty. Or her mom. They tried way too hard at casting suspicion on both of them... Plus I doubt they'd want one of the members of the most famous love triangle in Americana deal with being a murderer. It would be AWESOME but they're not gonna go there...

The only way it could be Betty is if she was protecting herself. Maybe something like Jason was going to be arrested for some crime and he and Cheryl planed on faking his death, but on the way out of town he comes across Betty and attempts to rape her or maybe just wants kill her because she sees he is alive. They struggle, she kills him, then blocks it out.
