Well, I was a bit surprised he said it given he told Veronica that he didn't feel about Betty that way. Of course, I guess he doesn't know Veronica well enough to reveal his real feelings.

We don't know whether he does feel about Betty that way. Perhaps the love he feels for her is of a platonic kind. He may have just been looking for an excuse to turn her down.
