Yes it did, and almost every season, the 14-20 episode marks were almost always filler and the least memorable episodes of the series, even in the best seasons.

12 is much easier to write for. I'd rather take twelve really good episodes than 8 really good ones, 12 mediocre, and 4 bad.

The original premise of the show was the events taking place in "real time", hence 24 episodes to comprise a day. If they're going to shorten it to 12 episodes, the show's title should be 12. Of course, Hollywood wouldn't be able to capitalize on the success of 24, and 12 would never have gotten the green light.
Mark my words, this rendition will only last two seasons at most.
24 is and always will be Jack Bauer, and one hour of activity per one hour episode.

What he said. I was drawn to 24 because of the character of Jack. He was ruthless in getting the job done and there was no question that his motives were for the safeguard of the United States regardless of what happened to him. There is a reason he was considered the American James Bond. I just don't see it in the new trailer.
