Because this spin-off is a complete new cast with a new CTU agent, yes, it's a spin-off but it's not season 10 of 24.
Jack Bauer is not returning so it's not like the previous seasons of 24, it's new and refresh. Hence why the clock is resetting. (You will see it say, the clock is resetting in the trailers) - the clue is in there.
The only cast member is returning at the moment from the previous seasons of 24 is Carlos Bernard as Tony Almedia.
