I'm no expert, but based on what I know, I thought the account was pretty even. There certainly was nothing laudable about Kennedy's handling of the events, and the tragedy is a young woman died, likely very unpleasantly. Perhaps acting decisively could have prevented that from happening, but perhaps not.

shareI am so NOT a MA Dem. Virginia independent and a 2nd amendment supporter. The movie implies heavily that he had been drinking, and emphatically shows he acted negligently and selfishly at all times, receiving top-notch preferential treatment and protection.
