Yes, it's a hint that he has some neurological disease that is slowly incapacitating him.
It's going to be the motivation he has for taking a shed load of money from one of the DTG people to kill that poor council official who's putting a stop to the Lambeth project "by Monday" if Sylvia doesn't do what she's supposed to.
Question is: Who hired him? The DTG people are all pretty awful except for Henry, so it could be any of them.
We've seen that Stuart has money problems, because they have to take in a creepy lodger to make ends meet. And Stuart alluded to money problems when talking to his unsuspecting wife.
So it seems he's going to do a VERY lucrative "hit" on the council bloke--before Monday of course.
After all, he's dying! A dying guy who wanst to leave his missus well off with a big pay packet is a perfect hit man.
