The former Soviet Union had a very robust space program that was beating the U.S. They launched the first orbital satellite, first man in space, first astronauts to reach the moon, first manned space station, etc. to name just a few of their achievements. The first real American achievement wasn't until landing on the moon.
Totalitarian governments also like to have bragging rights about achievement which is why they will spend money towards the arts and sports. For instance, Cuba is famous for its baseball players and the Soviets used to win many gold medals during the Olympics. Soviet ballet dancers were considered among the best in the world because the government would find them when young and train them.
Klingons aren't stupid - just violent. But so are Americans. By your reasoning, Canadians should have more achievements than Americans.
If you believe the Chinese have been unproductive, then you don't know much about their history. They invented gunpowder, printing, paper, silk, alcohol, rockets, iron smelting, bronze, kites, porcelain, clocks to name a few. BTW, China is considered a global world power. Islamic inventions are the torpedo, anesthetics, fountain pen, algebra, coffee, surgical instruments like the forceps, bone saws and scalpel, etc.
Much of the productivity that you are contributing to "Americans", were really the achievements of immigrants and children of immigrants. There is a huge advantage when you can get your best not from a single country, but from the entire world. Steve Jobs, Einstein, Sergey Brin(google), Charles Feltman(hot dogs), James Naismith(basketball), Jawed Karim & Steve Chen(youtube), Louis Lassen(hamburger), Tesla(radio, etc.), Alexander Graham Bell, etc.
You get the idea. One of Trump's stupider ideas is to limit immigration especially when so many tech field entrepreneurs are foreign-born (25%).

Cuba was famous for baseball players before the revolution, and in America the teams or management organizations look to find the cheapest workers they can so they can gain more profit.

I don't think you can make a direct analogy between the Federation and the US, and Russia and the Klingons. I am talking more about a place like North Korea, they are a better analogy.

At no time did I mention Russia (which is only pretending to be a democracy). I wrote of the former Soviet Union which was very much a totalitarian government and who the Klingons were based on. The Soviet Union was a world power.
As for North Korea, their government does support the arts and sports, too. When Dennis Rodman and American basketball players went there to compete with North Korean players, they were shocked by how good the Korean players were. Their athletes win medals at the Olympics. And I've seen artwork by young children which was easily on an art university level. Ditto music.
I think certain totalitarian governments want to "prove" how "great" they are which is why they're so supportive with training their young.

I specifically said the U.S. Other western countries are not cutting immigration.
Trump wants to severely cut the number of people who immigrate to the U.S. I am saying keep the present immigration numbers that have worked best to serve the country.
"The Pew Research Center said in 2015 that 41 percent of immigrants who had arrived in the past five years held a college degree, much higher than the 30 percent of non-immigrants in the United States. A stunning 18 percent held an advanced degree, also much higher than the U.S. average."
I know cutting immigration would hurt the medical fields, restaurants, stores and start-ups since they are disproportionately in those fields.

Immigration has always been limited. Each specific category/country has a set number of immigrants allowed into the U.S..
