What's up with "the movie" we never see?

I seem to have missed an important piece of info about this documentary, which is the purpose of casting actors to re-enact some events from within the circle of Scientology's figures of power. I probably missed some statement at the very beginning (intro?) of the movie.

My interpretation was that Theroux's crew put out some casting calls and hired a few actors in order to attract the attention of the Scientologists (as in "he is making a movie about us"). Since there was no movie with Scientology characters, not even a re-enactment for documentary purposes, and we only got to see the backstage process (casting, rehearsals, filming) instead of the end product, the only reason I can think of for going to the lengths of hiring the actors was to throw a bait to the Scientologists and see how they would react.

It WAS just for a re-enactment that is shown at the end of the doc. The process was included to explore Miscavige as a person through Matty's recollections.
