I think when Ruth apologized to Wendy at the mental hospital, and Wendy apologized to Ruth and then to the children, that was Wendy's chance at redemption. It seemed like Wendy was going to take that chance, since she told the children that she wanted them to be free to leave, and it seemed like she had reconciled with Ruth. But when they found out that Ruth was going to be executed, and that the cartel woman had them backed into a corner, Wendy realized that it was either Ruth would be killed or they would all be killed themselves. So I think Wendy truly felt sad there, because she realized there would never be lasting redemption for her because there's nothing she wouldn't do to keep her family together. But she chose to let Ruth be killed and accepted that she would basically be evil forever.
