Yes but I see her as more of a Bane, for some reason. Like, she could descend down onto the streets of Gotham, in the midst of her own chaos, exactly Mary Poppins except wearing the Bane mask.

Bane is the last thing that comes to mind when I think of Poppins, but I can totally see that.

Same I was thinking more Lady Penguin (probably because of the umbrella), however yeah a throaty voiced Poppins with issues like Bane would work.
