I've not seen Bad Blood yet but it sounds like Jervis Tetch - The Mad Hatter.

It's hot... but not as hot as the night Johnny Viti got married...

They even call him Tetch, as in Jervis Tetch.

And Batwoman name checks Mad Hatter in the end.
