I think his hair should be almost shaved like Jason Statham. He'll look the part.

You bring up an interesting point, actually. All throughout watching the series Shooter I thought, "He'd be immediately a lot less recognizable if he just shaved." And, in fact, if he shaved all of his hair, including his head, his own wife would probably need a few seconds to realize who he is.
So yeah, that would definitely help.
