... Ricky shoots Hec by accident, correct? Was he startled by the gunshot of the bounty hunter who had fired from behind? What exactly happened there?

Yeah, when that cop crept up behind the bounty hunter to grab him, the hunter fired a shot by accident which triggered Ricky to fire out of shock, right where he was pointing - at Hec.
