I'm pretty sure it's been stated that they can get stronger. They're cyborgs really, not androids, meaning they're still humans (hence how 18 could have a child). Their cybernetic parts make them as strong as they are, but their human parts can still make them even stronger.
To answer the OP's question though, he's now living as a rancher (as seen in the Kid Buu arc) with a wife, a child, and two adopted additional children (no I'm not kidding).

I think they are android but I know they can get stronger, they were specially built for that, but number 18 sacrificed that (but not her current power level) for her to be made human (like Pinnocho) both gettign rid of her internal bomb and letting her marry Krillin (through a wish from the dragonballs) that is what I recall.
