If his brother was murdered by the same child killer, Why wasn’t his brother one of the ghost children?

Maybe William Afton/Steve Ragland put Garret's body in another animatronic. He killed more than just the four that haunted the Bonnie, Chica, Freddy, and Foxy bots.

Someone else was suggesting that his brother is Balloon Boy, the small puppet in the locker. This could be plausible, as he appears on day 1 and the day after the murder to warn his brothers, if you like to interpret it this way.
